Dubai online business licence without an office: what applies

Dubai has official routes for online and digital activity without a conventional office, but there is no single licence that fits everyone. DET’s eTrader licence has specific eligibility and activity limits, while a free-zone or other licence follows its own jurisdiction, premises and visa rules. A local partner is not automatically required for every modern business structure, but the selected activity and authority decide the route.

“No office” is not one licence name

An online business may be structured through Dubai Economy and Tourism’s eTrader route, a freelance or professional permit where available, or a free-zone company package. These are different legal routes, not interchangeable labels. The activity, applicant status, place of registration and intended use of the business determine which authority and document set apply.

DET eTrader has defined eligibility

The DET eTrader licence is designed for eligible UAE and GCC nationals residing in Dubai who conduct certain activities through social media and online channels. It is not a general substitute for a commercial licence for every resident or foreign-owned company, and its permitted activities and operational limits must be checked with DET before application.

Free-zone routes are separate

A free-zone company or permit can be suitable for foreign founders and digital services, subject to the chosen zone’s approved activities, incorporation documents and package conditions. Some packages use a flexi-desk or other registered address instead of a conventional private office; that does not mean every activity is exempt from premises requirements. The free zone also governs the company’s licence and immigration route.

A local partner is not a blanket rule

The need for a UAE national partner depends on the legal form, activity and jurisdiction. Many mainland structures can have full foreign ownership for eligible activities, while regulated or specially classified activities may have additional conditions. A claim that every online business needs a local partner is therefore inaccurate, just as a claim that no activity ever needs one is unsafe.

Choose the route before paying

Before applying, describe the real work: consulting, software, marketing, content, online sales or another activity. Then confirm the authority, ownership, address, visa eligibility, banking implications and any consumer or sector approvals. We help compare the activity with the available Dubai registration routes so the chosen package reflects the actual online business model.
